How to Place Restaurant Plates

When I went to a restaurant in the past, I saw a plate with food on top of a plate. I didn't know what to do at the time, but the restaurant I went to a few days ago left the plate like that.

I wonder if there is such plate manners in the West. Are you telling me to use the two plates if I want to use them as plates?

Or do you use something else?
