Which method is the cheapest when exchanging dollars into euros?

I have about $1,000 in dollars right now, and I want to go on a trip to Europe, so I need euros, but I thought it would be nice to change the existing dollars into euros.

Is it better to exchange money in Korea when you exchange dollars to euros like this?

Or should I go to Europe to exchange money?
