Can I get an additional fee if I pay via PayPal when I buy overseas directly?

I'm trying to pay with PayPal while purchasing overseas, but it's a $300 item, so when I calculate the exchange rate and pay with just that amount, I can't pay because of the lack of balance.

Is the additional fee that's why you can't pay more?
