If I make a CD, can I only make a read-only file?

Looking at the file burned on the CD, it's read-only. Is it supposed to be read-only?

pu1. The CD is read-only because it is originally read-only

pu2. In the case of a CD-rw disk, you can write it several times, but you can add it once you use it, but you can't erase or modify what's already written. That's why it's for reading only
