How do you prevent smudging eyeliner?

I'm using Missha's eyeliner.

If you look at it a few hours after you draw it, it spreads under your eyes

Do you have any tips to prevent it from spreading?

pu1. If you fill in the waterline, it gets smudged a lot, so I don't fill in the waterline
