Which one is less hot, Tokyo or Osaka?

I'm thinking of going to Japan because the schedule is not long.

I heard that Japan is very hot in summer, so I'm thinking of choosing between Tokyo and Osaka.

Where is it less hot compared to the two?

Or do you recommend any more cities?
