Does the Lasting Silk Foundation come up like this?

I'm using the Lasting Silk Foundation, and I'm curious if it comes up like this.

It keeps coming up no matter how I apply it. I've never done this before, so I'll try all the brush puffs. What should I try?

Is it because it doesn't fit?
