If you use a torrent, the Internet slows down severely

It's weird to use torrents, and the internet slows down a lot, almost to the point where it's hard to use the internet.

It doesn't work right away if you turn off the torrent, but the Internet comes back out after a long time.

Is it restricted by Internet companies?
