Why does the TV subscription fee come out when I pay for cable TV?

I signed up for cable TV and watched TV, and when I saw the bill for electricity bill, there was another TV subscription fee.

Why is there a TV subscription fee when you pay for cable TV?

If I watch cable TV, should I talk to KEPCO and tell them to let me not pay the TV license fee because I am watching cable?
