pu1. Based on the energy content, I think you can update it on http://dev-c.com/gtav/scripthookv/ if you go in here... It's just that dev-c.com isn't a gta5 game company site, but I think it's a virus? Check it out with a vaccine program.

pu2. You're writing a script hooking program, right? The script hook program I'm currently using should be updated to match the gta version, but as the gta version goes up, I haven't applied the latest script hook yet.
