Is there a program that changes image quality to a good one?

I was wondering if there is a program that improves image quality, so I have to enlarge the picture, but it's so broken that it's hard to recognize. Is there a program that corrects such a thing?

If you look at the movie, there's something like that. I was wondering if there was actually one.
