How to Reduce Cotton Tee Size

I bought a cotton t-shirt and it's a bit bigger than I thought   it doesn't seem to shrink that much even if I wash it, how can I reduce it?

I think it'll be more than the price of the cotton shirt if I leave it at the repair shop.
