In case of additional USIM fees in the mobile phone bill,

I paid the USIM fee while buying a mobile phone, but when I received the bill this month, the USIM fee came out separately.

Where should I contact in this case?

Do you have to do it with a carrier  or do you have to talk to the place where you bought your cell phone?
