I was thinking about whether to use iPhone 8 or Galaxy s8, and thought about using iPhone once, so I opened it with iPhone 8

As I found out that the penalty has not been long since it opened, so I'm thinking of just looking for the Galaxy S8, but in this case, can I just cancel it, pay the penalty, and buy it with the Galaxy S8?
