Why do you wrap it in foil when you buy a ram?

I bought a ram for PC, but it wasn't packed in a box, but it was wrapped in foil and sent it to me. It's a little absurd to see that there's no box. I think it's used.

Do they usually wrap it in foil? Or should I get an exchange?
