What's wrong with the car being pushed back up the hill?

There is a phenomenon of stopping on the uphill when driving a car and then being pushed back when departing again. Is this how it is supposed to be?

pu1. If it's a manual car, it can be pushed back, but I don't think there are many manual cars these days, so shouldn't you ask the car center if you can drive a manual car?
