Why can't I get a gas discount when I paid with a gas discount card?

I paid with a gas discount card, but the price was just the same without a discount.  I thought it was different for each gas station, so even if I tried it at several places, the price was the same.

Is there anyone who knows what the reason is or is getting a discount differently?
