Scope of job hunting under unemployment benefit conditions

I know that you need to find a job to get money when you receive unemployment benefits. Would it be a job search activity to have a job study meeting or attend an academy (including a state-funded place)?

If you're preparing for a company or a civil servant you want, I think it'd be good to submit it to a company that doesn't seem to be possible at all
