Why is the Leaning Tower of Pisa leaning?

And is it okay to lean like that?

Is there a reason why you don't do a straight maintenance work?

pu1. I recently restored the tower, and the method is unique. The tower was tied with steel cables, and 800 tons of lead was suspended on the other side of the tower's tilt, and the ground was dug out, and the tower was built to some extent. The restoration has been completed to some extent and has been re-opened to the public, which is similar to the shape of the Leaning Tower of Pisa in the early 19th century

pu2. It is said that the construction was carried out three times for about 200 years from 1173 to 1372. After the first construction, I found that the soil of the ground was uneven and tilted, but in the second construction, it was supplemented and construction was carried out, but it kept tilting. Recently, the Italian government began renovating the tilt angle in 1990 and carried out repairs over 10 years, so the tilt angle stopped at 55°. It was re-opened to the public in June 2001, but it's limiting the number of people who can go up to the tower for conservation
