Write data together question when data is exhausted

I'm using SKT, and I'm using my iPad with my mobile phone, and I know that if I use all of my data, I can use 2G a day.

How do you share data on an iPad that you write with?

Can you still write data in 2G together?

I can't use the Internet on my iPad, but I don't know if it's because of the plan policy or if it's a device problem.
