Why Cubase Hotkeys Don't Eat

When I work with Cubase, I sometimes can't use shortcuts like F3 or F11, and I can't use shortcuts that I designated as Key Command.

What's wrong with this?

pu1. Check if the Virtual Keyboard is turned on. If you press F2, there are cases where the Virtual Keyboard appears on the left side of the window that pops up when you press F2. Press the right mouse and turn off the Virtual Keyboard
