Can't I use the one I bought in Japan after getting a tax exemption?

I bought this and that at the drug store, and they wrapped it for me when I got duty-free, but they wrapped it up so tightly that I couldn't use it at all. I thought it meant not to use it, but can't I use it in Japan because I'm a foreigner?
