Do you need a hard disk?

I didn't buy a hard disk when I bought ssd because I thought I could use it quickly and I didn't need it. I can still hear the fan spinning even when I turn on the computer, but the window doesn't appear. Is it because I didn't buy a hard disk?

I don't think there's anything I didn't buy except for the hard disk.

Or is there anything else I should check?
