Workaround when Windows is not booting well

When I turn on the computer, the window appears , but when I press f1 after a screen in English appears, it turns off and reboots again, so why is that?

The weird thing is that when it first boots, the cooler doesn't spin and starts spinning when it reboots after pressing f1.

What's wrong with this?
