Do I have to turn on the data to get a text message?

In some cases, when I turned off the data while leaving the Wi-Fi on, I didn't get any text, but when I turned on the data, the text came in all at once. Is it because the time was coincidental?

Or is there a case where sms characters come in only when the data is actually turned on?
